The start of the new financial year has brought with it some important milestones for RDA Greater Whitsundays.

The Federal Government has formally approved the national RDA work program for FY25/26, including confirmation of funding for the year ahead. In November, we’ll report on RDA GW’s financials and outcomes for FY24/25.

We’ve also taken on the role of secretariat for the Northern Australia RDA Alliance – a formal position that supports policy and program development across northern Australia. Our Chair, Jeff Stewart-Harris, has been appointed Chair of the Alliance, and we’ll host a workshop in early November to help set strategic priorities for the year ahead.

Addressing workforce accommodation needs
We continue to work with stakeholders across the region to address workforce accommodation challenges in both the private and public sectors.

In the Whitsundays, RDA GW has partnered with Greater Whitsunday Communities to deliver a business survey to assess local demand. Once complete, we intend to update the previous Mackay business survey to track changes over time. Both surveys are focused on gauging interest in short- and long-term 1-2 bedroom self-contained accommodation, including add-ons such as cleaning and catering.

We are also in ongoing discussions with Mackay Regional Council and Nigel Dalton MP to gain clarity on the State Government’s own accommodation needs for essential workers. This work supports forward planning for site identification and service delivery.
 

Supporting regional housing and education in Isaac
We congratulate Isaac Regional Council and the Isaac Affordable Housing Trust on the recent opening of new residential housing. While attending the launch in Moranbah, we also participated in the opening of the Country Universities Centre – a federally supported facility providing study spaces, high-speed internet and support for higher education and VET students. Strong early interest in the Centre is encouraging for future access to education in the region.
 

Exploring modular construction in Mackay
Initial discussions have commenced with Mackay Regional Council and local stakeholders around opportunities for modern modular housing assembly in the region. While some components may be manufactured offshore, Mackay is well placed to serve as a central assembly and distribution hub for Queensland. We are preparing an opportunity document for modular housing companies, showcasing Mackay’s advantages – including containerised port access and central connections to northern, southern and western markets.
 

Modular infrastructure opportunities
We are also investigating broader modular construction solutions beyond housing, such as schools, service stations and car parks. These models offer efficiency in cost, delivery time and maintenance, with some providers also offering innovative financing options. Investing in airport infrastructure
We recently met with the NQ Airports Board to receive an update on the $100+ million capital works underway at Mackay Airport. Projects include a $20 million runway overlay, a $3 million carpark expansion (190 spaces), $32 million for the Milton Precinct retail and commercial hub and $3 million in terminal upgrades - including new bathrooms and observation deck. We have also conducted preliminary scoping around opportunities at the airport - such as air freight logistics and high-quality workforce accommodation, such as a 4.5–5 star hotel.
 

Economic Development Strategy released
Congratulations to Mackay Regional Council on the official launch of the Economic Development Strategy 2025-2030. RDA GW was pleased to contribute to the strategy and acknowledges the strong stakeholder engagement throughout its development.
 

Sarina Field of Dreams planning workshop
RDA GW participated in the recent Enquiry by Design workshop to help inform the site development plan for the Sarina Field of Dreams precinct. The project aims to serve both residents and visitors through a mix of tourism and community infrastructure. We also contributed information on funding pathways that may be suited to the commercial aspects of the plan.
 

Strengthening local business connections
RDA GW was pleased to present at the recent Whitsunday Business Conference, hosted by the Whitsundays Chamber of Commerce and Industry. The event was a valuable platform for local business engagement and regional collaboration.
 

Contributing to Agri-Planning for CQ and MIW
We continue to play an active role in developing the Primary Industries Prosper 2050 strategy – a statewide plan for the future of Queensland agriculture. RDA GW is a member of the Central Queensland working group, contributing to the CQ and MIW five-year plans. Significant work has progressed over the past month, with consultation and priority-setting underway. Public feedback is expected to open in October/November.
 

Regional input into Queensland’s DAMA framework
As part of the State’s ongoing development of a Designated Area Migration Agreement (DAMA), RDA GW coordinated meetings with stakeholders across Mackay, Moranbah, Proserpine and online. These sessions provided an opportunity to gather feedback on whether a DAMA would support local workforce needs, and what features stakeholders would like to see included.
 

Building a tourism workforce pipeline
RDA GW met with Flight Centre to explore the potential for establishing a Flight Centre Travel Academy in Mackay. The program – delivered in partnership with Torrens University – includes a Diploma of Travel and Tourism and work-integrated learning through local placements. We also facilitated introductions with local businesses that may be interested in supporting students, including both locals and those from out of region, as part of the practical component.
 

Supporting biofutures in the region
We recently contributed to the Queensland Parliamentary Committee’s enquiry into Sugar Industry Bioenergy Opportunities, including a formal submission and delegation. This work forms part of our ongoing commitment to supporting biofutures in the region. We are continuing to consult with stakeholders to better understand what’s needed to unlock growth in this sector – including infrastructure, investment and policy settings.
